Sunday, I have an interview with Jack Pendergrass, who is a researcher, artist and alienated father who is exposing non government organizations like the military industrial complex’s NGO company called Maximus Inc.

MAXIMUS was founded in 1975 by David V Mastran, a Vietnam Vet and former employee of the US Dept of Health, Education and Welfare. He has also been linked to the MITRE Corporation's secretive group JASON; an elite group of scientists who have been advisors to the Defense Department, the CIA and other governmental agencies. This group was exposed in the Pentagon Papers, has been called 'mad scientists' and was once called out as war criminals.

Maximus secured the nation’s first privatized welfare contract in 1987, in Los Angeles County and secured Wisconsin among the first states to contract with Maximus to run welfare-to-work programs in the 1990s. Privatization of social services was brought in by the Clinton Administration. Clinton’s pledge to “end welfare as we know it” became “an all-purpose elixir” on the 1992 campaign trail, wrote Jason DeParle, a New York Times reporter who covered welfare reform. Maximus contracts for social programs went from $19 million in 1998 to $2.5 billion by 2018 in revenue.

Maximus grew fast. It developed welfare-to-work programs, from hiring caseworkers to designing metrics to assess those workers and get them paid. It devised ways of managing child support enforcement, consulted with governments on cost-cutting measures, and dipped its toe into prison services. It ran contracts in Africa and Latin America and for the World Bank and the US Agency for International Development, and it oversaw workforce programs in Israel and Australia. Mastran built on the lesson he’d learned in the Nixon administration—that programs claiming to reduce fraud were an easy sell across the political spectrum. “We got more business from the Democrats” than the Republicans, says Mastran, who now runs an educational software company in Nashville. 

Since 1975, Maximus, Inc, based in Arlington, Virginia has quietly amassed massive amounts of power and control throughout the world. They are often awarded contracts worth millions of dollars for which there were no competitors. They operate worldwide government health and human services programs (and many others) on a global basis with no oversight. With over 400 subsidiaries world wide, you would be hard pressed to find an industry that wasn't affected by Maximus.

To paraphrase founder David Mastran: "We laid the blueprints for government privatization" So why might this be a concern? MAXIMUS has single-handedly changed the face of "government administered" programs; for state, federal, and even other countries in which they operate. They often receive no-bid contracts worth billions of dollars, all to be administered with less oversight and out of the eye of public opinion. In this way, they have the potential to essentially subvert entire aovernments.

In late January 1968, Operation Igloo White was launched in Vietnam. DARPA had recruited Mastran as one of the key analysts for this project in which biosensors, computers and communications relay sought to automate warfare. This tech became part of MAXIMUS in later years.The PROMIS system (Prosecutor's Management Information System) is another key component. It is a computer-based management information system designed to track arrests, defendants, charges, cases, court events, and witnesses through the judicial process.

With 49K employees and clients such as these (just to name a few), MAXIMUS (Latin for "greatest" or "largest") certainly lives up to its name!

They have their hands in these cookie jars: Medicare/Medicaid/Obamacare, Child Support, FEMA, IRS, CDC, FSA federal student loans, State contact tracing programs and the family court systems.

Maximus Inc has had a stranglehold on the American people without anyone being fully aware. Most people know about IBM, RAND, MITRE, Tavistock. and their power over humanity, but these major think tanks are the subsidieries of the Military Industrial Complex. But not hardly anyone is familiar with or have even heard of Maximus Inc.

Maximus is private closed corporation that the deep state uses. What began as an investigation into child support aka Title IVD Funding and Title IVE Funding for Jack Pendergrass to see his kids, has led him to major players in every facet of the Beast System and Maximus Inc is the weapon. 

If one digs deep enough, they will find that the militaries of the world are products of the Vatican / Jesuit / Black Nobility aka Phoenicians / Canaanites bloodlines. This includes the covens and cults of the world. The Maximus / Orsini clan itself sits atop their power structure. Easily the most overlooked aspect of Maximus Inc is the amount of contracts they have. More than any other government contractor. It appears they have quietly become the government itself through privatization and capitalism.

Those Maximus contacts involve every agency that we've been seeing weaponized by every administration, with the Exception of Trump. That is a big cklue. Maximus' influence extends to the White House. It was Maximus Inc that created the ObamaCare databases. Maximus also created the dabases for child support, foster care, teen pregnancies runaways, CMS, and healthcare assessments for most of the programs in the DHEW / HHS.. All seemingly find their origins with Maximus Inc and its founder David Vincent Mastran.

David Vincent Mastran is considered one of the social engineers of the 20th century. He was hand-selected by Robert McNamara for Igloo White in Vietnam. Robert McNamara was primarily accused of misleading the American public about the Vietnam War. As the Secretary of Defense during the Johnson administration, he was heavily involved in the decision-making process that led to the escalating U.S. involvement in the conflict.

Operation Igloo White was the beginning of the modern age of weaponizing biometrics and data collection programs. It led up to the weaponizing of healtcare information. Obama helped create the The Minnesota Federal Healthcare Exchange databases which metamorphosed nationally to Obamacare with the help of Senator Bill Frist who created AHCA and founded UnitedHealthCare in Tennessee.

Maximus is partnerd with the socialist Fabian Society who are accused of:

Gradualism: Critics have argued that the Fabian Society's emphasis on gradual and incremental change is too slow and ineffective, particularly in the face of urgent social and economic problems.

Elitism: Some have accused the Fabian Society of being elitist, with its membership and leadership drawn primarily from the middle and upper classes.

Compromise: The Society has been criticized for compromising its socialist principles in order to achieve practical gains within the existing system.

The Fabian Society is a British socialist organization founded in 1884. It is named after the Roman general Quintus Fabius Maximus, who was known for his Fabian strategy of attrition and delay.

  • United Arab Emirates: They have a presence in the UAE.   
  • United Kingdom: Maximus operates in the UK, providing workforce-centered services.

David Vincent Mastran is the son of Col. Joseph Lee Mastran of Virginia. Joseph, who was 87, died of respiratory failure May 15 at Inova Alexandria Hospital. He had a heart ailment. he was an Army colonel whose assignments with the Quartermaster Corps in the 1950s included directing research in the irradiation of food, Col. Mastran, who lived in Alexandria, retired in 1970 from a program administration position having to do with the benefits of commissary and post exchange employees. He was recalled to duty to work on policy issues for an additional three years. He was a native of Peekskill, N.Y., and a 1940 graduate of the U.S. Military Academy at West Point. He served with the First Special Service Force in Italy during World War II. He also commanded a camp for German POWs. His honors included two Bronze Stars.

He received a master's degree in business from University of Pennsylvania after the war, and he attended the Industrial College of the Armed Forces. His postings included Alaska and Hawaii.

Col. Mastran, who conducted the West Point Symphony while a cadet, played the violin, organ, cornet and harmonica. Survivors include his wife of 63 years, Mary Pauline Mastran of Alexandria; three children, Dr. David V. Mastran of Washington, Joseph L. Mastran Jr. of Reston and Christie Marlowe of Alexandria; a brother; three grandchildren; and five great-grandchildren.

Maximus’ federal lobbying was almost a million in 2018 and remains a million per year. the Biden administration's decision in September 2022 to award a nine year $6.6 billion contract to Maximus, a McLean, Va., company that helps manage call centers across the country — and Biden officials’ decision to end the contract 15 months later, citing concerns about customer service. 6.6 billion for a call center to handle Obamacare? That’s insane. I used to run a call center in India. Millions yes, billions? This is theft. Maximus had run 1-800-MEDICARE.

    • Data Breaches: In addition to the MOVEit Transfer vulnerability, Maximus has faced other data security incidents, raising concerns about its ability to protect sensitive information.

    • Negative Publicity: The company has struggled to manage negative publicity and maintain a positive public image.

These issues have contributed to a complex and sometimes negative perception of Maximus Inc. While the company has taken steps to address some of these concerns, it continues to face challenges in maintaining a strong reputation and delivering high-quality services to its government clients.

Maximus Inc. reported revenues of $4.9 billion for fiscal year 2023.

This represents a 5.9% increase from the previous year.

Maximus Inc. is not a non-profit organization. It is a publicly traded company that generates revenue by providing government services.

As a for-profit company, Maximus' primary goal is to generate profits for its shareholders.

Maximus Inc. does work with China. The company has operations in China and provides services to Chinese government agencies.

This includes projects related to healthcare, social services, and other government programs. Maximus' presence in China is part of its global expansion strategy.

Maximus Inc.'s work in China primarily revolves around providing government services. The company has established operations in the country to support Chinese government agencies in various areas, including:

  • Healthcare: Maximus may be involved in projects related to healthcare administration, claims processing, or patient services.
  • Social Services: The company could provide services to support social welfare programs, such as unemployment benefits or disability assistance.
  • Government Administration: Maximus might help Chinese government agencies improve their efficiency and effectiveness through consulting services or technology solutions.

Now the name Maximus is from the Orsini family of Italy. They were one of the Ghibellines or Guelphs who fought each other during the dark ages. The Orsini’s installed their own pope and rumor is they have controlled the catholic Church ever since. The grey pope allegedly is a Maximus named Dominico Napoleone Orsini. The Orsini family was one of the most celebrated princely families in medieval Italy and renaissance Rome. Their roots trace back to Germany.

I can’t find any connection to the Orsini family and the Mastran family. Not that you would find anything anyways because information on the Orsini family is hard to find and most likely, Dominico wouldn’t work with such a low ranking officer as David Mastran anyways.

But there are many articles and websites out there accusing Maximus, naming David Mastran for corrupt racketeering. I found a 1997 article about Maximus ran welfare program in Connecticut, New York, Colorado, Maryland, Hawaii, California, Texas and Tennesse all exposing Maximus on embezzlement,corruption, misconduct, racketeering and fraud which led to criminal investigations of the company. The company denies welfare and child support like insurance companies deny claims. They have settled many claims over the years for tens of millions.

Online, it’s common to see websites, social media posts and videos of people saying they have evidence of Maximus artificially inflates the rating for employers in violation of Community Guidelines and false claims for Medicaid reimbursement under a contract. Ironically Maximus offers a fraud detection service to its own clients. Yet, they still win awards for achievment at the Technoviti 2024 for their Fraud Risk Management System. 

It appears maximus pays millions a year to clean up their bad reputation online. And for good reason. They have their hands in government and military data, which should be a conflict of interest or just plain illegal. The problem with this company is several fold:

1.) Profit over care

2.) Data breach

3.) Over quoting/billing

4.) Blackmail for racketeering

The MOVEit Data Breach was a significant cyberattack that occurred in late May 2023. The attack exploited a zero-day vulnerability in Progress Software's MOVEit Transfer, a widely used file transfer application. This vulnerability allowed attackers to gain unauthorized access to sensitive data stored within the application.   

The Attackers: The cybercrime group responsible for the attack is believed to be CL0P, a Russian-speaking ransomware group known for its involvement in various data breaches and extortion schemes.   

The Impact: The MOVEit breach had a far-reaching impact, affecting numerous organizations across various industries.The stolen data often included personally identifiable information (PII) such as names, addresses, Social Security numbers, and financial data. Some of the organizations impacted by the breach included government agencies, healthcare providers, educational institutions, and private companies.   

The Aftermath: The consequences of the MOVEit breach continue to unfold. Here are some of the key developments:

  • Lawsuits: Many affected individuals and organizations have filed lawsuits against the entities involved in the breach, including Progress Software and the organizations that used the MOVEit Transfer application.  
  • Regulatory Investigations: Government agencies, such as the Federal Trade Commission (FTC), have launched investigations into the breach to assess compliance with data privacy laws and to determine if any wrongdoing occurred.  
  • Increased Security Awareness: The breach has highlighted the importance of cybersecurity and the need for organizations to implement robust security measures to protect sensitive data.  
  • Financial Losses: The financial costs associated with the breach can be significant, including legal fees, regulatory fines, and potential reputational damage.  

Ongoing Developments: The full extent of the damage caused by the MOVEit breach is still being assessed. As new information emerges, it is likely that the situation will continue to evolve.

This company has so much backlash against it, I am surprised senators or congressmen haven’t blackmailed them to keep in business. But, I am absolutely surprised this company was below my radar. I never heard of Maximus Inc until Urban, my producer, brought it up to me. The tentacles in this new world order are far reaching and beyond our wildest imaginations. I couldn’t find anything significant relating David or his father to any MK Ultra programs or any relationships with the world economic forum. I think he’s just the face of the company. So that means a deep dive into the board of directors is needed. And that means Anne K. Altman, Bruce L. Caswell, John J. Haley, Jan D. Madsen, Richard A. Montoni, Gayathri Rajan, Raymond B. Ruddy and Michael J. Warren have to be investigated. During my interview with Jack Pendergrass, maybe I will get some more answers.
